What is HRD Corp (HRDC)?

HRD Corp (formerly HRDF) is Malaysia’s Human Resources Development Corporation, operating under the Ministry of Human Resources. It manages the training levy paid by employers and provides funding for workforce upskilling. Through HRDC, companies can invest in training programmes and claim back approved training costs.

Claimable Cost & Allowances

HRDC allows employers to claim various costs depending on where the training takes place:

Training at Your Company Premises

  • Meal allowances for trainees RM100
  • Travel allowances for branch participants and external trainers (based on distance) RM250 / RM 500

    i. ≤ 100 km = max RM250/pax/day
    ii. > 100 km = max RM500/pax/day

  • Daily allowances for overseas trainers RM 400/day

    (If training conducted by a trainer from abroad)

  • Flight tickets and supporting travel invoices

    (To attach invoice from travel agency)

  • Consumable training materials such as stationery RM100

    (No supporting document needed)

Training at External Venues (e.g., Hotels)

  • Travel allowances for trainees and trainers (distance-based) RM250 / RM500

    i. ≤ 100 km = max RM250/pax/day
    ii. > 100 km = max RM500/pax/day

  • Daily allowances for overseas trainers RM400/day

    (If training is conducted by a trainer from abroad)

  • Flight tickets and transport (with quotation)

    (to attach invoice from travel agency)

  • Consumable training materials RM100

    (No supporting document needed)

How to Apply for HRDC Funding

1. Submit your grant application at least 7 days before training.

2. Log in to your HRD Corp eTris here :

3. Attach required documents (quotation, programme outline, trainer profile).

4. Select the appropriate claim category.

5. Wait for approval before training is conducted.

HRDC Claim Process After Training

1. Orange Consulting PLT submits the claim on your behalf.

2. HRD Corp reviews the claim.

3. Your company submits supporting reimbursement claims (if needed).
